Exporting to Montenegro: Key Facts for Turkish Manufacturers
This page is for Turkish manufacturers thinking about selling in Montenegro. It summarises the trade agreement, the origin rules, the documents you need and who handles each step. It is decision support, not customs or legal advice.
Free trade agreement and origin
The Türkiye–Montenegro Free Trade Agreement has been in force since 1 March 2010. Montenegro abolished customs duties on industrial products of Turkish origin in 2015. To benefit, the goods must meet the rules of origin and come with proof of origin: a EUR.1 movement certificate or an origin declaration on the invoice (by an approved exporter for any value, or by any exporter for consignments up to €6,000). Concessions for agricultural products are limited.
VAT and other product-specific taxes may still apply. Rates and documents depend on the tariff classification and are confirmed with official sources and a customs agent. Rules can change, so they are checked again before shipment.

Who does what?
| Party | Responsibility |
|---|---|
| Manufacturer | Provides product and technical details, the documents needed for proof of origin, and prices and delivery terms. |
| Buyer | Makes the purchase decision. Whose name the goods are imported in is agreed at the start. |
| Authorised customs agent | Makes the customs declaration on behalf of the importer and advises on tariff classification and taxes. |
| Carriers and warehouse providers | Handle transport, storage and distribution under their own contract and insurance terms. |
| Invest Consulting | Carries out the pre-assessment, buyer research and matching, and follows up meetings and quotations. Tracks documents and communication and compares service provider options. Does not make customs declarations, does not act as importer and does not guarantee sales. |

Frequently asked questions
Do Turkish goods enter Montenegro duty-free?
Not automatically. Industrial products are exempt from duty only if they meet the rules of origin and come with proof of origin. Concessions for agricultural goods are limited, and VAT and other taxes may still apply.
What is the VAT rate in Montenegro?
The standard VAT (PDV) rate is 21%, and reduced rates also exist. The rate for your product depends on its tariff classification. Source: Montenegro Market Information 2026 (Ministry of Trade of Türkiye).
Do you handle customs clearance?
No. The importer, or an authorised customs agent acting for the importer, makes the declaration. We track documents and communication.
Is EUR.1 enough for every product?
No. It is only valid if the product meets the rules of origin. Revised PEM rules of origin apply between Türkiye and Montenegro, and consignments up to €6,000 can use an origin declaration.
Do you have your own warehouse?
Storage and transport are provided through partners and service providers. We define the need, compare the options and coordinate them.
Do you guarantee sales?
No. We handle research, matching and meetings. The purchase decision is the buyer’s.
